Discussion Post: Kree Reform
A.k.a. "Kreeform."
At the end of Captain Marvel, Carol sends Yon-Rogg back to Hala with a message that she's coming to end the war and, by implication, Kree dominion, at least in its most ruthlessly imperialistic forms. And by the time of Guardians of the Galaxy, Ronan the Accuser is at least a slightly rogue figure, one who can't be officially sanctioned by his government--but who isn't being strongly denied, either. And people on Hala were still protesting the treaty with the Xandar.
The gap in the history of Hala and the Kree is really intriguing. What's been happening there since Carol sent back her message? How much has Kree society changed (or not changed) in the intervening years? What internal or external changes would it take to produce a Kree Empire, or a Hala, less dependent on militaristic conquering of other worlds and cultures?
And how much time has Carol spent there between Captain Marvel and the post-credits scene in Infinity War? Has Yon-Rogg played a role in any cultural shifts, and if so, how? Do you take the reference to a "Kree Emperor" in Guardians of the Galaxy to mean canonical replacement of the Supreme Intelligence, or do you take a Doylist perspective and say the SI is still around and it's just a pre-CM inconsistency?

Disclaimer, this is all my personal headcanons and inferences!
I take the reference to the Emperor in Guardians of the Galaxy as canonical for two reasons.
1. Carol in CM said she was coming to sort out the lies and I like to think that she had plenty of time to do so between the late 1990s to 2014.
2. Ronan feels betrayed in GoTG, with the other Kree apparently either afraid of their former Supreme Accuser or perhaps secretly agreeing but falling into line with the new regime.
I feel that evidently some Kree like Korath felt the same anger as Ronan and sided with him.
I suspect that a lot of Ronan's feelings of betrayal and consequent actions could stem from a poor handling of the transfer of power & structure from the SI to the Emperor.
There is a spotty record of military vetrans receiving help to adjust on Earth so this may have happened on Hala with many Kree. Probably Xandar and the galaxy are fortunate more Kree didn't feel disaffected.
Ronan seems to honour the old traditions with his blood sacrifice at the beginning of GoTG,so serving an Emperor instead of the SI may not have been a hurdle if the other factors I suggested above didn't interfere. Of course two other hurdling blocks are his (what seem to be) personal reasons for fghting Xandar...and of course the whole supremacy ideals Ronan appears to hold. (So not excusing Ronan, I just feel the situation is far more complex than shown.)

I like to hope Yon-Rogg faired better! Maybe he is now a member of the new government or still in Starforce?

Society wise, I'm not how much has changed. GoTG Vol 2 suggests that Kree bounties (e.g. for Yondu) are still attractive factors, so they must still have a power/influence of sorts.
Perhaps they are still military but focus on the worlds already under their control, keeping the law & seeking any new worlds away from Xander and the Skrull?
Anyway, that is my surprisingly long thought process on the matter!
All of this is based on my inferences from the two films & personal headcanons so obviously it doesn't mean I'm correct ;)

Korath and Ronan seem to have different naming conventions than Minn-Erva or Yon-Rogg.
Do we know much about Nebula prior to her being a Daughter of Thanos?
Has the Kree Empire renounced the enslavement of conscripts? How did Starforce differ from other sorts of military?
