Fury as super secret spy master (of an agency with lots of branding)

Since we had some fun discussing Nick Fury's eye (very Cosmic, Flerken and all) I thought we could expand into how Nick Fury motivates people post-Captain Marvel. After all, in that movie he says he was thinking about hanging it up (whether that's the truth or a rapport building exercise, you get to choose) but goes on to Director Shield and even bring Coulson back from the dead. With a digression into developing the Avengers.

Note:I do have motives for asking this now, in that I'm trying to get inside his head for a story. My DW has further details should you want them/have opinions.
